Paying Industry doesn't count, similarly paying on the eve of battle doesn't count, you would need to actually negotiate with the leader of said nation. Indonesia-Japan war...Neither side was in the right. If you launch an attack against an unarmed country then you move in and take over, and suffer constant attrition, like Germany and France.
