Shoot me if Im wrong, but its quite simple isn't it? He is saying that if IRL you emptied a bucket over a fire, it would go out, but he is howing that it doesn't happen in game. He 'empties' the bucket, getting the message 'you empty the bucket on the floor', and then examines the fire, still getting an examine message of 'Hot!'

well you can also stand on fires without your health going down. you cant cook cats or pet fish. you can also light a fire right under a tree and the tree doesnt burn down.
