EDIT:infact I think thats about the same thing Lol yea and you're supposed to be 13+ to play rs... I wonder if it is official anyway? It's probably knowledge base on paper an they make you pay for it. KB is free! The age range that Jagex once quoted on their website was 7 to 60 something.
