I've only been to various cities in Canada, mostly in Ontario: Guelph, Sarna, Hamilton, Barrie, Toronto, Ottawa, Kingston, Peterborough, Owen Sound, Sudbury, SSM, Kitchener, Stratford, Oakville, Mississauga, Oshawa, Belleville, Brampton, London, Windsor, Vancouver, Montreal, Quebec City, yea that's about it, so I've never heard of Welland. Are you being sarcastic? I don't believe he is. Those aren't the actual 50 better cities to live in: of curse it'd be better to live in some small town up on the Swiss Alps. At least I'd prefer to. Better standards of health, education, pollution, etc are, but those don't mean a city is the best. Being scientific isn't always limited to the run of the mill biology, physics, and chemistry you know. Science is a system consisted of observations and deductions to arrive to a conclusion. Like what they did with those little numbers and statistics. Like I said earlier those 'subtle variables' are preferences. In many occasions, those aren't reported to the police, and thus are not counted on the statistics. Numbers are way too absolute to measure wellness. Besides, that isn't a very good research. There's a high crime rate and not to mention whats going on with the big dig and the tunnels. The cost of living in Massachusetts is high also. It's obvious that designer towns with names like "Autumn Acres" or "Paradise Falls" will have less crime and pollution than Paris or New York. However, looking at the list you can see that these cities are all on that would be considered "world class" in size. None of the places on this list are close to perfect.
