Herblore is 99 that no one ever realy seems to mention in these least admirable skillcape discussions. Its basically the same thing as fletching, but it costs more. Why should that make a difference? If you've got a wad of cash you can get 99 herblore in a few days. And wads of cash are so easy to come by now.
