I take it you've been given a chance to appeal? Just be honest and tell them what happened, hopefully it'll work. Just don't choose to apologise, the black marks remain if you do.

You shouldn't ever consider burying large amounts of dragon bones. People with 75 construction often open up their houses and allow people to use gilded altars. For info look here. Look on the RSOF and type 'Gilded altar' into the search and there should be a few people offering the service.
That happened to me once quite a while ago. Can't remember what the problem was. If you haven't already try resetting the modem, if that doesnt work maybe try a different browser like FireFox.
For future reference, when your herblore's higher, I suggest getting 60 slayer and killing Abberent Spectres, they drop tons of high level herbs along with other good stuff, I remember having them on task and having to drop ranarrs to make room for better stuff.
