The damage for smoke burst does seem to be capped at 17, but the limit for shadow burst appears to be 18. (without the extra damage from one of the 'special' staves, of course) I've confirmed that the base experience from shadow barrage is 49, and that the experience from the Carrallanger teleport is 94.
