Well as you said, how do you define a tip.it clan? SE, for example, is the highest "ranked" clan that has more than one or 2 members posting here, but SE is predominantly a RSC clan. Corruption posts here as well, but focuses on RSC. Looking at the TWR alone, CR is probably the most powerful clan on the list at the moment.
