Well though out, correctly balanced, very creative. I like it. Although I think the weapon should be a bit more "Flashy" in the way of looks.

The dragon kiteshield will be damned from the beggining. There is already the DFS and the spirit shields, as well as the rune defender. At best, it'd only be used for looks.

It seems to me that most other people think it should be purely cosmetic as well. I mean, personally, I would be overjoyed at the thought of more character customisation.

Being a other race should not affect defences from my view. It should only grant a ability or advantage in someway. But players would still decide upon a best race, the one with the most useful advantage. If there is no advantage, there is suddenly a multitude of races, with no single race being the one that is most used.

Vampire, possibly werewolf. Surely the makeover mage could do something like that? Although I'm not sure if certain races should have an advantage over other races for certain things, I think that would be kinda unbalanced, as it would no longer be based on preference, players would come up with one definitive "Best" race, and you would just see a runescape full of that race.

Well, I think a barrow defender sounds rather wierd, and I would rather it were called a dark defender. As far as is known, all of the barrow brothers use 2 handed weapons, so why would there be a defender? Taking this into account, the link to Sliske doesn't make much sense. Aside from that, I think its an okay idea. Also, putting "If you don't like it, don't post" is stupid. What if somebody doesn't like it but has constructive critisicm?
