Even with him suggesting of forums only for high leveled f2p players, How can you define what is a 'high leveled player'? Is it level 100+ combat wise? What about level 3 skillers who have 4 99 skills?

I don't agree with you. 1) If that is that case, price manipulations can occur at a much more frequent place. (I cbf to explain) 2) Lets say i feel like pvping today, and i buy full bandos with godsword. Then i die, losing all my gear. Not discouraged, I want to pvp more, but *gasp* I can't rebuy my bandos.. OMG .. (get my point?) 4) Free XP? No way .. Highly doubt that that will happen ...

Yes, it is possible. Assuming that 99 is @ 13035000 xp and your current xp is 1500000, you will need 11535000 more xp. Buy uncut sapphires and cut them. You will get around 100k xp an hour. And the loss is about 4gp per xp so it will cost you around 46m or so. That is the only method i know(im pure f2p) .
