Getting back into it
With void and chaotic rapier, you can do barrows pretty well. Using those items with a dragon defender, Fremmenik Sea boots (3 or 4), fire cape/Ardougne cloak 3/4 and Korasi's sword for specials, you only need an amulet and ring gear-wise (glory and wealth for example). Extreme attack and strength, couple of pray pots and you're set. You can improve that setup with some buyable items: dragon boots over Fremmenik, fury over glory, berserker over wealth.

Small questions about Graardor and K'ril
Does that include: no turm, fire cape, or imbued ring? If you're a lower level, the additional defence of a shield would be better, and without turmoil you need to preserve more health (you couldn't ss flash even if you used a maul). Fire cape/imbued rings don't matter much.

SC tools and penance horn
BA is a good boost, definitely more than 20-30% faster xp gain overall. Stealing creation isn't good generally, although crafting is quite expensive the cheapest ways do not use tools you can get there (battlestaves & jewellery). For agility, that means Ape Atoll with summer pies (keep agility level at 75) and penance horn. For mining, it's granite with penance horn. For crafting, either water or air battlestaves.

Magic Attack at Glacors?
I'm not entirely sure but if you use Storm of Armadyl I'd go for ~15 prayer bonus and then max mage att.

Soloing K'ril
If you're using Ganodermic, you might as well use magic (polypore staff or Storm of Armadyl with Armadyl battlestaff) which will give you additional magic defence, though you may want arcane for ranged defence. You can also use Armadyl and range, but that's not recommended. Melee-wise, your setup is good, although Torva would be better of course. You should spec with something powerful, e.g. claws, not darklight or dds or similar. Eee can do if you have no claws or if you mage/range.

POH: Tip.It's House Catalog?
Enter Formal Garden (Portal), run east to recharge summoning, south for prayer, west for glory, bank at Edgeville and then teleport to your next monster hunting trip :).

New account, when to get members?
As Balthamel posted, the best xp is in P2P. Some things don't require high levels but are extremely useful early in the game (Tears of Guthix) and others are just really awesome (One Piercing Note). P2P equipment starts getting better at level 40 attack (brine sabre), 40 defence (fighter torso, though it isn't worth getting much) and of course in P2P you have decent crossbows and mage gear (mystic :P). Xp-wise, teaks are better than willows both for firemaking and woodcutting and the fly fishing spots in P2P are closer to banks/shops (Rasolo/Shilo). Prayer is 1000x easier in P2P as well. P2P also has a much easier time making money, allowing you to use more expensive methods.

Powering Through Levels Vs Longevity
It might not be part of your thinking, but you cannot assume everyone thinks like you. I certainly don't, otherwise I wouldn't have raised it would I? Emphasis added. E.g. I am stating (aka starting an argument) that any time there is a tradeoff between playing for a long time and getting levels quickly, it is entirely of the player's own choice, even though they may not have considered it fully.

Powering Through Levels Vs Longevity
I agree with that, hence my questions to see why people have done or do it and whether they have considered the longevity of the game by including game variance. Did they? You did not answer my point that there is in fact enjoyment in the 99 itself rather than the training. My point was about why people head so quickly for 99, what about varying game play and thinking about the longevity of RS for them as individuals? I believe I was fairly clear, hopefully people read the topic title and the post, I don't believe I have mentioned anywhere about levels vs 99's, not sure where you got that from...see excerpt below: Well, when playing a game, people don't have to consider that they may want to keep playing forever. It's not a part of the game. The topic title is "Powering Through Levels Vs Longevity". Ignoring that you have not even established that there is a tradeoff between the two, it's an interesting contrast with: Powering through levels, in the long term/max perspective, means keeping skills sub-99 for the sake of effigy/assist/new quest xp.

x-bane ammunition
About 50-60% higher max iirc.

Small questions about Graardor and K'ril
As tieszen said, magic defence is not for Graardor but for the mage minion. It's true he is much weaker, but if your magic defence is around 20, any level ~140 monster is going to rip through that. Melee defence is useless or worse for the person using deflect melee. The added magic defence is really good though, not sure if it's best to use, but definitely a plus. My problem with cks + poncho however is that at the current prices, it's still going to cost you 100k/hr for the shield and about 500k/hr for the poncho. Which is just too much to be worth it. I can't see you getting an extra 10-15% kills per hour with the poncho. For solos, maul > cls + shield, and I think that favours ktop.

Experienced Noob
I recommend "One Small Favour" once you can do it. Fun quest :). Good quests to focus on are a Fairy Tale part 1 (and eventually 2 and 3) as well as Garden of Tranquility right after, to give that farming level a big boost. To improve your equipment, you'll want Fremmenik Trials and eventually Isles, for helmets (+3 strength and +3 prayer over your current helmet). Recipe for Disaster for gloves (+12 strength and attack over your current). Nomad's Requiem or Fight Caves for a cape, although those are probably far off (+12 prayer or +4 strength, +1 attack, +2 prayer over your current). Dragon boots are a decent item to get once you have a spare 150k or so, another +4 strength is pretty nice. Get an amulet of glory. Very important is the dragon defender, a free (well, costs time) shield slot item with +25 stab, +24 slash and +23 crush attack and +6 strength. For cheap, you can get a ring of wealth. Body and legs can be replaced by Verac's (+9 prayer bonus over rune, and tons more defence). In p2p, prayer and strength bonus are important, mostly because the ability to restore prayer at any time (aka prayer pots) make protect prayers viable at all times, making defence much less important (and soul split later on changes that again). Strength bonus simply increases max hit (every +4 to strength is 1/16th of your strength level added to max, including pots/prayers) and through that kill speed.
