Yes you can, I had similiar stats (75 ranged but bit over 80 def though) I had a tortoise but I ended up with left-over brews so in theory it would be possible. I suggest getting the tortoise however.

It's easy to do without using any food. All you need is prayer potions. First start killing dwogres with prot from melee (the dwarves won't attack you unless you attack the cannoners or the other dwarves) in about 20 mins in the cave the dwarves get non-aggressive and you can kill them without getting piled. The best strategy is to attack a dwarf that is already attacking the black guard dwarves so it won't attack you and you get the loot if you make even 1 damage to them. Hope that wasn't too confusing. :-?

I was thinking of spending around 10m for new gear and it would be for slayer/general killing. Some thing I'm wondering; FSH worth it if I mainly melee tasks? Would buying bers/warrior ring be good? Well the flaw of this system would be the fact that people change. Even if they haven't done anything in the past doesn't mean they never would start to abuse their power, causing just more headache for players and jagex than what the rule breakers would. Sorry but this is just generally a bad idea.
