Invest in the items/levels for a decent money making source (unf pots w/ scroll of w/e it is, killing greens, solo maging rex, running sinister keys, barrows, gathering herblore seconds, dailies, and herb farming w/ juju pots and scroll of life are all good options) and then burn mages or yews for 99 fm. I believe he's a skiller.

You know, alot of it is whether he is having fun or not. Personally I would rather camp a monster to 200m melees too because I really dislike slayer. Just because something is more efficient doesn't mean everyone thinks its "fun". It's better to enjoy yourself. I'm not debating what's fun or not.
