Micro-efficiency would be counting out ticks for when to click on the last obstacle on an Agility course. Macro-efficiency would be choosing which course to use, for example. At least that's my interpretation.

Expanding on Devnull's comment, here are instructions for how one does it in Chrome: Click the three bars icon in the top right corner -> Settings -> Show Advanced Settings -> Under Network, click 'Change proxy settings...' -> navigate to the 'Connections' tab of 'Internet Properties' that will pop up -> click the button 'LAN settings.' near the bottom right.

Thank you for the info! Do the possible limits for different kinds of tickets overlap? I.e., can I have 3,000 grenwall tickets and go earn swap lizard quota tickets if I don't have any? Edit: I see one source claiming a limit of 3,000 for each ticket, which makes sense, can anyone confirm this? Others don't contradict it but also don't specify anything about a limit.

Yep I would be happy to add them, but keep in mind we need someone to verify all these items, or at least one in a set (i.e., check one of the tradable ores) For reasons having to do with both integrity and ensuring factual correctness, we can't just copy RS Wiki's list.
