Why would they release skill capes if they were going to put the cap higher than 99?

I was banned for real world item trading (perm ban), and I appealed but it was denied. Is the last chance appeal another chance, or do I have no hope?

Actually, Mendark 9 has 97 rcing. That's like a thousand hours of fire runes lol.
