I'm pretty sure you have to get a part out of the 4 from each of the 4 levels. 4th and 1st level contained the skull parts for me and 2nd and 3rd had the staff parts. Therefore I am really doubting that a level 40 is able to obtain the Spectre Staff unless he/she is a member and therefore would be able to use other means of teleportation such as enchanted amulets and rings.
