You want the least possible magic bonus (full metal armor) so that the spell fails every time allowing you to cast it on the same thing over and over. And yes, use a staff for the free runes; I'd use a water staff as water runes are slightly more expensive to buy.

Yes, get 55 slayer. You will be capable of doing Barrows with your current stats, however it may be rather costly. Getting slayer dart will mean that you are essentially spending no money on runes as the runes required for it drop fairly often out of the barrows chest.
