I've changed the item's entry to reflect this, and I've gone through every quest that mentioned the passes and changed them to reflect this new information, and the changes should go live soon. Hey there Pluggy. I've gone ahead and added the drop, initially as unconfirmed, because this is supposed to be a reward from the Halloween event, but you've gotten it as a drop from spectres. It could be a bug on Jagex's part, or intentional. I'm not sure. Regardless of it being a bug or not, you've been credited. Thanks :)
