I got a good number of levels with salmon. Buy them for 50-55 each (on forums, not many people sell them in-game), cook, then sell for about the same price. Edgeville is a good place to sell because of all those desparate pkers. =P

Try the guards on the roof of Varrock palace. They are not aggressive, and can easily be ranged without getting hit.
