Try the hobgoblin peninsula by the crafting guild. Stand in the cow pen (this area does not require 40 crafting) and cast your spell over the water.

You say the crafting requirement is 32/23 (whichever you meant), but you need 40 to get in the guild. Not a bad guide.

Those are the two best F2P spots. Also, mithril is not good to train on. Slow mining, slow respawns, not many rocks. Iron would be best. Edit -- The guild level is 60, Sheepdean. :P

Dragonhide has good magic defense. D-hide vambraces should be used with melee and ranged. Power amulets are better than accuracy. Stronghold boots give a negative magic and range bonus. And, rings have no affect in F2P.
