If you are looking for only XP, try the willows just south of Rimmington. Get a full load, then sell them to the general store. On the other hand, if you want to bank the logs, Draynor is the best place.

The Lumbridge swamp mine with mithril and adamant is now closer to Draynor bank.

That's a nice idea, but the problem is how long it takes to fish a load of lobsters. With runes it takes a couple seconds to craft the essence, making it easy to make trades quickly.

That is an option, but the monks don't stay dead. :P Also, when you take the wine without telegrabbing it, Zamorak lowers some of your attack bonuses, making it harder to kill the monks. Rapid Restore does help a little bit.

Ankous (in the Stronghold of Security) drop law runes frequently, and there is a decent safe spot for range/mage: Not sure if your range or mage level is high enough to damage them much though.
