1) You kill the Lv 90's first, before every other monster (with the possible exception of lv 22 bats.) seers is also known as camelot bank, or cammy. Teleport to camelot and run west. I have no idea about xp, check it yourself is the best way though (just fletch one of each)

yes, all books have to have full pages to have the extra bonus (attack and defence bonus's). It will still have the +5 prayer when not full though

seers have quite a few thats right outside the bank.

you are supposed to splash a lot on them. they are dragons after all and have high def. Fire bolt with chaos gauntlets are your best bet

Zammy Book, +8. In fact it is the ONLY shield that gives ranged bonus.
