At lv 83 combat i suggest you still use mage for all fights. Get magic to 59 first. You might want to wear full mystic when fighting. Each of them has a elemental weakness so just take advantage of it.

If that account is not going to have anything to do with pking/staking, just train them all up

It all depends on all long you want to stay.. Average number of bolts to kill a dragon is about 50 i think #-o

They do drop deaths but the drop rate is so rare that you are better off not considering it as a drop

I believe karil bow hits better on jad and it's fast. The rest of the waves just use cbow. 500 racks would be enough only on jad...

A firm NO from me. Both mining and wc are totally different skills and work differently. If multiple ores are introduced, ore market can be killed easily. 5 rune ores from 1 spawned rock would make rune mining more unfair, the miner who got the rune ore first gets rich fast.

Thieving: steal cakes/silk from stalls until you hit 38. Then master farmers until 50. Farming: Use the guam/marrentill seeds you stole from master farmers and farm them. Wow, i'm amazed that such early players are still around. With that memory you mentioned, i assumed you have already started playing runescape at around 2000. Very early RSC. Unfortunately, most of the famous people from early rsc would probably have quit and be forgotten already. The earliest memory i had was the "5 class" system that was available when players first started and the awesome prayer paralyse monster. i was never a member though, would be cool to see worldwide dueling. : I joined runescape at about 2002 btw :P

Agility is the SAME as powermining with the exception that powermining is a lot more intensive clicking. If you like agility you may not mind powermining, if you powermine alot agility is nothing. Stop whining about the problem of agility and mining.
