Looks like Jagex forget to get rid of the invisible area of the party room when they moved it.

The examine in the chat can be easily achieved by examining the party room with all Chat's set to "Off", and then teleport to Seers Village with the examine still in the chat screen.

 

 

 

Jagex announced that the Party Room was moved to Fallador, and in one of the recent updates it was moved to Fallador. In the top right corner of the screenshot there is a "minimap" where you can see the party room in fact is gone.

 

 

 

The money has some weird text colors which show the screenshot was edited beyond just examining with chat off.
