I pay Hex the hundred b and try to keep him under controll and we (me & Hex + Retech, Kirby and whoever else is in that "alliance") declare peace under these restrictions from our side (rules for you)?

1. No expantion into the East-Asia.

2. No direct attack against me, Hex or any ally of us.

3. No making a military pact with any enemy of us, exceptions are NAPs, peace, aggressivity and war.

 

Then you might choose some limitations for us and the we'll try to come to some sort of agreement.
