As we all know Bush actually caused Katrina and since he didn't use his magic teleport to send troops the very second he heard about it, he obviously hates black people. Americans generally do not change presidents in wartime unless they need to -- need to as in the president has served their two terms and cannot serve again. This has been the trend in history, even if the president is HORRIBLE.
