Every Harpy should play it. Piplup starter Super repels are the most cost effective repel. If your lead Pokemon has intimidate, you get 50% less random encounters. There are other random abilities that have the same effect (with various degrees of limitations), but intimidate is the most common occurance. Also I would just man up and let the random battles hit. I really only use repels when I'm bleeding cash or in caves, because the encounter frequency is increased and the Pokemon you encounter tend to be fast (so your chances of running are diminished) or extra annoying to deal with. ~It's Super Effective! I chose Piplup because enslaving penguins is fun.Though it's Prinplup now and could probably enslave me...
