I think when you pass through the shantay pass, you should just be handed the disclaimer and told you may want to read it then let through. You could read the disclaimer (like you read a book in rs) and it would say what the guard normally says. My Blog To 87 Construction

Also, going with the Old Man from draynor, there is a story, that seems to link with him. Retired from Runescape and the OoC.
