Now im not positive but im pretty sure last time there was a f2p update, it was when they got maple bows and addy arrows. And if im not mistaken, that was the day the dragon scimmy came out? We didn't get any notice like farming, but we knew it would eventually come out and stocked up. lol that week, on Monday i think, they changed the looks of planks. I knew they were changed for carpentry (construction) and I was gonna buy a load of planks at Mort'tons. 1gp each lol. I think rune will always be the only good armour for F2P. But I could be wrong. But I have never seen anything good update for F2P.
