I really can't imagine a way to stop RWTing 100%, and I don't think there will come one. Why? In order to stop players trade RS objects to others with real money you need two things in the game: No more trading between players, and no player killing at all. With these two things implemented in the game I can't imagine allot of people playing this game anymore.
