You can play when you're under 13 with an adult's permission. I think this is one of those situations where you think you know what you'd do if it ever happened to you, but your actions may change when it actually does occur. I'd be quite skeptical if something like that happen but I may end up giving him the money as well. It's just a game and if there's a chance it makes some kid out there happy especially after a love one passes away, it's worth it. Does seem like he played you though, especially when he asked for more after.

I personally don't care if people ask. I'd keep it on especially if you're never going to be members again. You may regret it later on, just cause it's such a sweet cape.

Try using another quest guide like RuneHQ or Zybez. I personally think many of the guides on Tip.It are a bit vague in general. I like my step-by-step dummy-proof guides :).

Do you think it is a good idea to buy one? If you're going to hold onto it for a long time, then yes. If you're hoping for quick money, it's not too great, unless you're merchanting. Does this usually happen? Yes it's happened before. People try to predict how prices will be before, during and after Halloween and all these predictions affect how it turns out because everyone sells or keeps onto, etc. What do you think they will rise to? Hard to say. I don't see any major price changes unless new rares are introduced or something drastic happens to the economy. They probably will return to normal price after a week or two.

Why not both? Restating what I said earlier, if you can make enough money to buy a Blue Phat, you can most likely make enough to get yourself others things like 99 skills.

All your proof can be used to prove the addition of summoning SPELLS instead of a new skill, which is much more likely, as I posted before. Summoning SPELLS, not skill. Could be a new quest where you get a new spell book or some freaky item which, when used summon a dumb monster to help you fight. Yea, I quote myself who cares. I remember someone also saying that Jagex would not come out with a new skill for Summoning but only a new spellbook.

Complete the Haunted Mine quest. Also you can kill Tarn in Tarn's Lair minigame to enchant your Salve Amulet so it gives 20% bonus instead of 15.

You can sell the raw fish on the RSOF (well you may not be able to) for like 70 per trout and 90 per salmon (At least before you could). Anyways, what do you mean by best? Best as in money and exp?

If you're talking about money-wise, yeah go for Lobsters. Fly Fishing is only good for its EXP (fishing and even cooking). Selling the raw Salmon/Trout is pretty profitable too I guess.
