They did it for other quests, what's to stop them now? :| Cos it's not a "makeable" requirement. At no point in the quest do you need to make something which is 69 smithing. Jagex just had the 69 smithing as a requirement to start it, much like the 85 combat required to start others. For Regicide, you didn't make anything. Yet you could use an agility pot to get pass through the trees.
