Asus, MSI or Toshiba are the best Laptop brands as far as I know. No need to get a new HDD, just a new DVD/BluRay player. If you're going DVD, buy the cheapest one that is 24x and has at least a 2mb cache. For a BR drive, you will want to get a 6x speed one, as seek times are slow on BD-ROMs.

Check speed test. If it's slower than it should be, and you use a router, try a direct connection from your modem to PC. If that doesn't make a difference, call your ISP.
