Dagger is actually proven to give a average of 400 exp* more per hour then scimitar. *It was something around that.

I just did it at 55, got 56 from the reward. (I agility potted for regicide)

Most persons who used to get whips either go to dark beasts or GWD. That's what I think.

I highly suggest not ranging them not even until +95 ranged. I tried with 99 ranged + potion + 10% prayer and they were still hard to kill.

The fisher kings realm Is the perfect place it's alot of rocks shaped like a horse shoe and you can use the whistle to get to an area with a fairy ring to bank.

I HIGHLY suggest to get all your melee combat skills to +60 before training there as It's not rewarding or efficient training, I suggest training at hill giants instead there you can get a nice prayer level by burying the big bones they drop or bank them to later sell them for a good pile of money.

It's not randomized getting randoms but it's random which random you get and it looks like you have been very unlucky on that part. Try buying normal bones instead of big bones, they are 90ea and gives about a third much exp as big bones but you can bury more - more randoms.
