6/10. Bit of a random level, but it's still quite alright, especially for free to play, where you're limited to around 30/40k xp an hour.

10/10 for skills, amazingly well balanced, bar Fletching, but it's 95, which is pretty damn high. 8/10 for BOB. Can be improved, although you did mention you spent quite a bit on skills.

My main account made quite a lot of money on firemaking, and levelled a few times with prayer. Firemaking is a VERY useful skill in members, just some people are ignorant because of it. I could live without every combat skill, apart from prayer and magic. Because originally I was planning on being a skiller. But that backfired. ;)
