I have a few questions regarding a PSU...
I'd get a new one personally. A 400w is the minimum recommended for my 8800gt. You have to think the PSU is powering not only the video card, but the motherboard power, the fans/lights, all drives. You'll probably be good with anywhere from 550-650w, thats probably the standard you will see these days.

Interested in buying a new graphics card, but....
I have a Corsair 650w, i have no complaints. The 8800GT requires at least a 400w so judge by that, and factor in all your system fans and stuff.

I am constantly using pots. Especially because you can easily get enough just from drops. Being a Dark Templar i am basically healing myself with every hit i give and take so my regen is already insane but with pots i hardly take damage. Non pvp that is. PvP i do alright, but i'm specced more for tanking atm to help me/some friends level. Good thing about it is being a tank of sorts i'm pretty hard to kill.....at least takes a while.

Ghz refers to your processor/CPU. You can check by right clicking My Computer, going to Properties and you should see at the bottem the GHz. RAM, only way to "fix" it is to buy more. However right now 448 > 256....so you are above the minimum requirement for RAM.

RAM and Harddrive are 2 different componants. RAM is random access memory. It basically is just that, random. The computer will dump data into random spots on this memory. Its like random temporary storage for the computer, unlike the Hard Drive which is more permanant storage. Increasing the amount of RAM makes the compuer work faster. Yes you have to buy RAM. It comes in stick type modules that you basically plug into your computer's motherboard. The whole stick plugs in, no cables or cords. All computers will have a graphics card of sort, if it didn't you wouldn't be seeing what you see on the screen. Right click My Computer, go to Properties and what does it say under that? Should say like "System:" and a bunch of numbers and stuff.

Lol wow. Go to the store there (Not sure whats offered in the netherlands) and look for some 240-Pin DDR2 RAM. Your RAM will look similar to this in your computer (Long flat sticks). It just locks into those ports you see behind it in the picture (red in the picture). Your colors might be different. Very easy install.

OS/HDD problem
Like said above check the boot sequence in BIOS. Another option would be to format the disc on another computer and then try it again. You still want to check the boot sequence though to not only setup where this drive boots in the lineup but also just to make sure its finding it.

Budget gaming PC?
Ditto to Nadril. Except mine was about $100 more. I think its possible to build a budget gamer. Even with the new releases, that doesn't always make the prices go down. Just look at RAM. DDR costs you an arm and a leg while DDR2 is dirt cheap comparably. And DDR2 is the newer of the two. Also video cards, i can get better performance out of a 8800gt then a 9600 and they run about the same price, 9600 being a newer card, but the 8800 is tried and tested and still ranks up there with some of the best gamer cards. I'm a GeForce fan, i'll never own another ATI card. Also a Intel fan. A lot of my suggestions i either use myself or have used. Processor/CPU: Q6600 or E8400 (6600 is quad 8400 is dual core. Difference of about $10-15 both are good) Mobo: Gigabyte P35 DS3L RAM: GSkill 4GB PC6400 DDR2 Video Card: GeForce 8800GT HD: Seagate Cuda 320GB 7200RPM Optical Drive: Use an old one or a Samsung DVD/RW whatever. Total: $674 (not including shipping prices) You could use old optical drives and/or old hard drives as well. Save some costs. Just wipe them clean and start over. Without those 2 you're looking at about a $565 build. Another option, whats your computer like now? Anyway you can just update a few parts?

My new laptop
You could put 2 Laptops both running on 2-3GB ram up against my desktop and i'll still win. The only advantage they hold is if there were a huge explosion they could get up and take their computer easier then i could. Nadril, its tireless....you just can win against them. They refuse to see the light. I've owned all kinds of Toshiba, Sony, and Dell laptops. Wouldn't trade my desktop for a laptop any day of the week.

Chicken Handler is rough, man i tell ya....whew. So i will be able to ride my rhino at lvl 40 without buying any training? Is the training for every mount, like general riding training or is it specialized for just the horse? Ideally where should i be questing/grinding at level 40?
