I think the only kind of draws CE has is when both clans win one round each. If it was for post and I felt both wars were very enjoyable and/or closely fought, I'll always ask permission to post the draw (and I always ensure I make it clear in the topic that it was a draw) by posting reports on both instead of just mentioning it in a sentence. So yea, shows a bit of sportsmanship imo if done with good intension. Obviously it can be used for propaganda or w/e.

Question 1) I used to usually have to go to other clans for wars. I'd say 10% of the time we'd get requests to us. Question 2) Usually it wasn't since we are used to setting up a few day preps. Its the short preps we struggled on sometimes but it always depends on the time of day, how busy people are, RL events etc.
