^ You could have just answered him and reported the post.. You can get team capes in the Rogues Den and other random places in the Wilderness, not sure about the coloured boots and gloves, I think you just gotta buy boots and gloves and dye em. And world 66 is the Law running world.

The first time (and last time hopefully) I ever got scammed, was with the Guthan spear - Leaf-Bladed Spear thing I slammed my laptop shut and tried to go as high as I could on my trampoline :P That really helped.
