It is possible if they release a cosmetic only version of it. For example T-1 Oddball has a 2hour downtime (1hour duation, 3 hour cooldown). They can release Tier-2 cosmetic with a shorter cooldown and then at Tier-4 with 1 hour duration and 45minutes cooldown.

I am not too supportive of chrome, chrome is such a blackbox that nobody actually know whats in it, other than the part they have opened up. (its the only browser that ask for privileges <_<) It also uses separate instances for each tab, making it resource inefficient (although they claim it is more secure in this way) and I dont really like sending my browsing statistics back to google. But I guess IE/Firefox/Safari doesnt need promotion, since they are the default browser in windows/linux/apple's Icrap It maybe not the best practice to sell things in GE, just for the sake of bank space; unless you are certain that you wont have to use it anymore. It is very likely that when you actually need it, others might have the same idea as well.

Use the same email address to sign up for everything. True, but it would be pretty impractical to have a different password and email for each forum. I do have a different email form runescape to that for forums and I get spam and scams only in the "forums mailbox".
