i think you need to have the lvl, and as far as i know there is not pot that raises theiving, but if you want to raise your theiving very fast go to a crouded world (like 2, 6, 78 or 9) and theive cakes from the stall in ardougne, then chance of getting caught is very low and the respawn time is VERY fast because of the amount of people in the world, either that or theive guards

if you want really fast exp i would cannon till about lvl 50 (thats alot of money and cballs) and then train with bow and arrows, and you could do it with mage, i would suggest using blood blitz so that if you get hurt you would be healed which would mean you could take less food and more of other pots

if you dont want to spend the full 5 mil on getting one you could spend about 3.7mil on deaths and sell them for tokkels, buy an onyx and get a lvl 90+ crafter to craft it for you (DO NOT TRUST TRADE!! unless you know the person and trust them ALOT)

16 hp, and to make tele tablets you need the runes to cast the spell (staffs work aswell, unlike the portals) and 1 soft clay per 'cast' of the spell

idea 4, this will never happen because it would get rid of the assumption that jagex mods cant trade, also wouldnt making loads of rares just to sell off to the other runescapers kind of pointless, the first peple would buy them cheap and then make a load of money off them, thus screwing up the market more then it already is, all in all none of these things will happen, ever, period
