Golbat is risky because of its weakness to psychic. For all my catching needs I use a Smeargle with Spore, False Swipe, Mean Look and Baton Pass. Works perfectly on everything but ghosts, and in the case of ghosts you can just baton pass the trap onto something that can hurt it.

Like any form of catching, it's all down to luck in the end. Throwing rocks will increase the catch rate but will make them more likely to flee, throwing bait will decrease the chances of fleeing but also decrease the catch rate. I personally stick to rocks, as on rare Pokemon, as throwing bait usually means I'll just waste more balls before they flee. Since you can get an encounter simply by turning (which doesn't count towards the 600 steps), I rarely have trouble finding what I'm looking for.
