Like the world gets for Christmas time. They make everything more like it actually "snowed" all over runescape. But jagex doesnt care too much about that since they r already making it xmas even and not lets say kwanzaa. and they have used snow before... In the HD diaries, they said that they have one texture, and a little bit of code to apply it, so, it would technically be a small update. Just replace the grass texture with a snow one.
