I never got around to see it, so out of curiosity... Sadly, no mention of when. Probably they haven't decided exactly when. I bet they haven't even developed the content it'll be associated with. It's just a really obvious item to add to the game, and the whole content team has reached a consensus that it's something they'll eventually do. Just like how they haven't finished writing the elf quest line, but they know they will eventually.
