From the staff's interpretation of the rules, you are allowed to MENTION fan sites in game. The only thing you're not allowed to do is ADVERTISE them. By that I mean, you can't run around shouting, "Visit Tip.it for game guides and skill calculators! Register on the forums today!" But you can casually chat about it and suggest the site if someone is looking for help.
