World chat isn't really necessary, however, as it's moreso for announcements and the like. It isn't a chat room. No. You use up one Horn when you chat in the Global Chat, which means the whole game population can hear you. In order for a decrease of spam, the developers require a sacrifice to talk. Throughout the game, when completely tasks you aqcuire Horns and other such treasures. Sure you can buy horns yourself, however that would be a complete waste.
