Funny story that...when the dragon hatchet first came out, that's exactly how it was. Although I can't remember if the req was 41 or 61 at the time. But they've since improved it and the dragon hatchet is better. Although, 10% isn't immediately noticeable, and over a short period of observation, the rune wc axe could do better simply due to luck mechanics. Squab unleashes Megiddo! However it is beginning to turn into the RSOF because idiotic questions like these are getting attention they don't deserve. I may be remembering something else though. But the point is, yes, it's better. And I'm pretty sure that when it first came out it just wasn't significantly better, it wasn't the same. But dragon/adze has been stated by jagex to be 15% better. (although they have stated that corp has no damage reduction...)
