The dwarf city?   No nevermind I actually think it should be Lumbridge (since that's where the game starts, it has the guide, and lots of other things to help newbies (real new players).   Or Varrock due to the fact that it has two banks, a rich part of town and a poor part of town, and Gertrude lives right by it with her wonderful cats!
