That one mage in the wizard tower gives them to you if you talk to him a bunch, it's the guy for demon slayer that makes you get 25 bones to complete the spell.... Gah! Can't remember his name, but you get the picture.... Oh, and I have no idea why you can't make them, lazy Jagex maybe?
