You're thinking of like, a new quest series in general. And, I do believe it's just a metaphor, aka, a comparison between two things WITHOUT using like or as. So technically, it's not a metaphor to whomever said it was. It's a SIMILE a SIMILE uses LIKE or AS. That's the simple way of telling them apart.. A simile is a direct way of comparing two things. Technically, Zamarok will always be evil since he is the anti of Saradomin and is meant to be part of the balance by Guthix. In a quest it was said that if the balance is thrown then Guthix will more than likely destroy Gielinor.
