January 26, 200719 yr As being a highly developed country, I think Netherland, compared to its number of inhabitants, has the highest number of high levels. I am combat lvl 91, ofcourse from Holland. But more people in Holland have good connection internet, a decent computer and enough wealth and capability of thinking to play Runescape to a high level. Education level is pretty high here.
